Stop Start very intermittent at lights. Rules of On-Off?

I have a 2014 TDI that rarely engages stop-start. Is it a temperature requirement? I realize that it also measures how hard you are braking to determine if it engages. What else is involved? I have driven many BMW's and other German cars that seem engage in almost all conditions.

Is the car pre or post EPA fix? Is the engine on for longer than 30 minutes when you notice the issue?
