The tensioner will decompress as soon as you remove the tool.
The lifters are what the cam depresses when you bolt it back in by tightening up the cam bearing caps that are integral to the guide frame on the 3.0 V6. They need to bleed down again, which is why Bentley says wait 30 minutes.
You really need to get a Bentley manual for this. Remind me if this is not a 3.0 V6….

Wrong forum, and your car does not have cam chain tensioners, since it is only SOHC.
