I mean, if the information/diagnosis is accurate, he has a new battery and he's getting fuel & spark... there's one important key that hasn't been verified and that's compression.
He purchased the car with codes showing for the crankshaft position sensor and multiple misfires.
I don't think OP has much history on the car and won't be able to confirm what happened leading up to the no-start.
It's possible he got a good deal on it hoping it'd be an simple fix(cps sensor), not considering that the timing belt may have skipped a few teeth.
Get it in service position and check the timing, or at least do a Compression or Cylinder leak down test and see what's going on with the motor.

Since he has never ever seen it running based on that excellent summary i would say the timing belyt is probably snapped and he aint got no compresion ..

I ran VCDS and all systems appear to be ok. I installed new spark plugs and still no go. Compression sounded to be ok, however this weekend I am going to test compression with all plugs out, one plug at a time. I am then going to take off the front and verify that the crankcase timing is correct. Timing belt and timing on cams appear to be correct, but can not see crank wheel well enough. I am thinking it is possible the water pump siezed and made the belt jump. Upon purchase of the car, coolant bottle was empty. When I add water, it leaks out of pipes behind radiator.

depending on miles you will probably want to do water pump and thermostat also as they are behind timing belt. Best option is to order a timing belt kit that has all the assorted rollers, idler, water pump, etc. You have so much work to get at the timing belt that you will be dollars ahead to do all the associated stuff now instead of opening it all up again soon. Use the cam lock and crank shaft lock as well. They are essential to getting the timing correct.
