Avant cargo floor: lower than bumper?

Avant cargo floor: lower than bumper?
So before I got the A6, I had a 2000 Passat wagon. One feature I appreciated was how the floor of the cargo area was level with the bumper and the chrome tailgate trim where the tailgate closes. This made it easy to load and unload.
Now that I have my posh Audi A6 Avant Quattro, I'm disappointed that the cargo floor is about 2-3" lower than the trim. Is this a "feature", or is some type of support under the floor missing? There's some black styrofoam under the top layer of spare tire cover, and a black styrofoam spacer on top of the tire. I got a taller spare tire retainer at a junkyard, but it doesn't seem to make a difference.
I'm hoping other Avant owners know what I mean.
