Engine takes long to start...
I have noticed that it now takes several seconds for the engine to start after the car sits for a while (>30 minutes) no matter cold or warm. After it starts it runs alright though. I have checked the fuel system for leaks, including injectors leakage test and fuel ramp pressure test - everything works fine. I get fuel pressure of 4 bar which drops to 3 bar after about 30 minutes. That should be enough for a good start, but the engine hesitates to start a little. There are no errors in the ECU. Don't know what to do next.

I would say it has to be fuel related. When you did the ramp test did you deffinetly....
take the pressure in rail so you know the pressure is being maintained at the injectors?
How old is the fuel filter?
How old is the fuel filter?

Sounds like the check valve in the fuel pump.
Allowing the fuel to eventually bleed back into the tank hence why it takes a while to crank it.
What happens if you leave the key on for a few seconds and then start the car?
This may or may not restore the lost pressure if that is the problem.

I switched to a new CTS some time before the issue began, then I switched back with no effect.
2.8l has the same sensor both for ECU and dash, and shows reasonable readings. I have also checked with diagnostic tool and it all made sense. Do you think I should still try another sensor?

You would expect either hot or cold start issues but not both if it were the CTS.....
I would probably give it a try though.
I cannot remember if there is a dual stage or two oil pressure switches on the 2.8. If there is it could be that one of those locks out fuel until it trips, ie, reaches about 1.5 bar - Have you changed the oil recently and gone to lighter grade? - or, it could be the switch if there is one? This could be just BS though but worth 5 mins investigation unless someone else here knows for sure either way?
