headlights won't come on

I have a 1997 A6 Avant with Quattro. The headlights won't turn on with the car running and the headlight switch in the on position. Instead the warning buzzer for leaving your lights on when ignition is off sounds constantly when headlight switch is in the on position, whether the key is in the off or run position. WTH?
Flash to pass function works. biulbs are good, fuses are good. BTW no power to the two headlight fuses when the headlight switch is on. Its like the ignition switch is not signaling to the buzzer that the ignition switch is in the run position and hence lights won't come on. What relay is opened to shut off the buzzer circuit and closed to allow voltage to the headlight circuit?

My vote is on one of two things.

1:you have a bad ignition switch.
2:You have a bad headlight control module

3rd possibility: I think you are posting on the wrong forum so I may have just fed you a line of crap and your car may not even have a headlight control module. Try the C4 forum.

Wrong form. Your car is a C4. You will get the best information on the right forum.
