Is it true that Sports Seats = Sports Package = Sports Suspension ?

Nope...I believe at one point you could order sports suspension w/comfort seats..Not sure about..
the other way around...sport seats with stock suspension. Although that's my current setup only because I installed a sport interior after I got the car.

Here's my understanding...
For model years 03+, the sport suspension was standard. Sport seats and wheels could be ordered separately.
For 00-02, they were a total package with the qualifier that sport wheels could be ordered separately (and thus where NOT a guarantee of the total package) in 02.
Not sure what the scoop was in 98-99.

i believe in 00' you could order the "sport pkg" which was basicaly just seats and wheels. AFAIK in 00' the sport pkg suspension was the same as the non-sport suspension. however in 00' you could also order just the seats or wheels if you want.
but in the later 01's/02's and on (wherever the cut-off was) the sport pkg included seats, wheels, stiffer/lower springs (20mm IIRC), stiffer shocks, and stiffer rear sway bar. in these years you either got the sport pkg or you dont, no mix n' match of options...
i could be wrong but i think thats pretty close

My late '01 came with the complete package.
Seats, lowered, stiffer suspension, stiffer anti-roll bars, 17" wheels and performance tires and better shifting transmission.
Drives really nice.

Early 2001's came with the PSK Sport package
That included suspension, seats and 16" split spoke wheels. The PST Sport package was introduced sometime in Nov 2000 that swapped the 16" split spokes for 17" BBS style wheels.
The 2000's had the PSP Sport package that as you mentioned did not included a sports suspension.
