Every fuse is burnt?!?!

Default Every fuse is burnt?!?!

Hello everybody!

I've never seen this happen in all my years of being a mechanic but...... all of my mini 5 & 10 amp fuses are burnt but not blown. This is isolated to only the one cluster of fuses on the driver's side.

I recently bought this car and it didn't have any issues until a few days after i bought the car. Then out of the blue it would crank over but not start. It would take a few tries before it would start. Other times it would start on the first try. It runs REALLY WELL when it does start. I've tried replacing some of the basics (NGK Laser Iridium spark plugs, fuel filter, etc.) to no avail.

It does give me a code when it doesn't want to start (P0687 Engine Control Module Power Relay Control Circuit High). I'm thinking this is related to the burnt fuses but don't know why just yet. That's why I'm here! The ECM fuse is on this same cluster of fuses. I'm RREEEAAALLLLY hoping it's not a bad ECM!!

ANY IDEAS?!
