Default Fog lights do not work independently ???

Hello everyone, I'm new to the forum and new to Audi vehicles. Just got my first A6 (2005) a few months ago and absolutely love it. However, I have a concern. From what I've read in the manual, and by just looking at the light switch, I thought I could turn on the front fog lights without having on the headlights. I turn the switch one click past the "auto" position and pull out to supposedly turn on the fog lights. The fog light symbol lights up green but the lights don't come on. I'm only able to get the fog lights on when I have to switch turned all the way over to the "always on" headlight position. What gives?
