What the best settings for ac to blow the coldest air

Put the climate control in the "Recirc" mode, which closes off the outside airflow. The temperature setting only keeps the compressor on until it reaches the dialed temperature, then it reduces the fan speed and cycles the compressor. Setting the temperature to "LO" will keep the fan on high speed and the compressor on, but will not lower the A/C air temperature, since the system can only lower the freon to a minimum temperature based on the expansion valve design. The Recirc mode will get you the coldest air in the cabin. But don't leave the climate control in the Recirc mode for long periods of time - you can freeze/ice up the evaporator if left on for long periods of time.
