Default Why would Y speed rating cost less than V speed rating?

I need some tires for my 08 4.2 A6. I have used these Michelin - Pilot Sports A/S 3+ on 3 other A6's and liked them. I typically get tires at Costco. I cannot see why the Y speed rated tires would be cheaper than the V speed rated tires. from what I can see, they are otherwise identical. I checked Tirerack and see the same thing. I asked on Tirerack chat and the per son it has to do with the numbers that are produced and they make more higher speed tires. Doesn't make a lot of sense to me. Does anyone know another reason for the price difference?
