Air Filter O-ring Placement Question

Air Filter O-ring Placement Question
When I removed the air filter the large O-ring just fell off/out, but when I put it back on the large round plastic part of the filter it was not easy to get on. Does it go onto the filter or was it just supposed fit inside the housing? Can't find a picture of the O-ring placed on the filter...
