I had some problems with getting my dust boot installed on the front calipers I rebuilt. I couldn't find a specific tool for it, but the dust boots are press fit over the ring that the piston goes into. They must be installed using an actual press because after cutting an old one open and looking, there is a metal ring embedded in the rubber and about .05 of it is bent up (in the way you can imagine a press extruding metal) while the brand new ones are perfectly flat, and this is what makes the seal to the caliper from the outside. Anyways, this might not be the correct way to install them but i made a video doing so. here it is:
