I am getting an 2013 Audi a7 new one. the dealership is asking me for 65800 plus tag for 200. Is it a good deal?

Yes - that is a good deaL. Probably not as good as some will say - but still a good deal...

List of $72,065 with purchase of $65,800 represents 8.7% discount. Sounds pretty good.
Does this include any loyalty discounts?
In regards to cash - the dealership doesn't care if you pay cash / bank check - money is all the same. The only payment that costs them profit margin are credit cards due to the fees they have to pay (up to 3%). Most dealers will only allow you to pay a portion of the selling price with a credit card. If they let you pay for the entire car with a credit card that is probably a good indication that you overpaid! However if you are financing or leasing - they actually make more money due to the profit and/or commission on these financial services.
