Makes sense. Looks like a simple pleated paper pre filter, not charcoal. If it is just paper, then it would act like a pre filter for particulates. Heavy particulate accumulation on the inner charcoal filters would prevent them from working.

There was a thread about it in the fall of 2016. I bought the filter from eBay but it didn't have the holder. Part numbers are in that thread.
