Default 1999 Timing Belt is fine unless check engine light is on?

An independent mechanic still has my car. I had the TB changed the other day, at 85K miles, and it ran very rough after I picked it up. I took it back due to the rough idle and a whining at 4K rpms.

The mechanic checked with the Audi dealer and verified that if the cam timing was off, or if the belt was off by a tooth, then the check engine light would be on. Is this correct? My check engine light is not on but it runs terribly. It has only done this since the tb was changed.

Default they are incorrect.

My Audi dealer timed the cams wrong and had to re-do the job. The check engine light may or may not come on, depending on just how far off things are. After a TB change, the enging should be silky-smooth...

Default Mechanic just ordered the right tool

The mechanic still has my car and said they originally did the TB change by marking the spot. They now realize that they need the cam locking tool.

They are re-doing the tb today with the new tool. Should this solve the problem? Could any damage have occured? I drove it for one day prior to taking it back to them because of the rough idle and whining at 4K RPM's. Feedback would be appreciated. Thanks.
