If you're upgrading a 95 headlights you more than likely have to buy the whole kit because the 95's dont have ballasts

I have switched my 4runner and VFR800 to LED headlights and I am happy with them so far. These are H4 style, both fanless, around $40 for the kits with 2 high/low bulbs. The 4Runner uses a passive heat sink design that has worked well even offroad for quite some time now. The VFR uses the loops of braided wire heat sink. The light is a bit blue at 6500K, I prefer under 5000K for a more natural light which is less attention-grabbing but performance is excellent and a lot fewer amps. Snow may be a problem as the LEDs may not melt the lights clear of snow and ice buildup in bad weather and I do not have headlight washers on the 4Runner.
