Probably the computer in the steering wheel, bad ground or blown fuse
There is a small computer board in the steering wheel....or it could be one of the clock spring connections from the steering wheel to the console....
You can see the little transitor icon above the red arrows....that's the board in the steering wheel. "H" is the horn button and E185 and E186 is the connections for radio controls.
These signals are then converted and sent over through two slip rings (12 VDC and ground) and one clock spring (radio and horn signal).
So, if the board is bad, you would have to replace it (replacement steering wheel), or you have a bad clock spring (it's actually called a cancelling ring) or the power supply to the steering wheel is bad....

The steering wheel gets power from ST3, S9 (10 amp). Pull the carpet up on the passenger side, then take off the fuse panel and check the yellow row, 9th fuse from the back...it's the most forward fuse in the yellow row on this pic....

If it's blown, you found your culprit....replace it....if it blows immediately, you have a short somewhere....if it blows after you use the horn....you have a short in the steering wheel horn button circuit which would be easy to find.
