high speed whine
I have developed a whirring whine sound in the engine? that speeds up and slows down with the engine RPM. Is does not hamper engine performance at all. It can also be heard slightly at an idle. Power steering fluid not leaking, is at OK level. Any thoughts?

Maybe the water pump or timing belt idler pulley/tensioner?
When was the timing belt serviced? What's the mileage on your car? If you haven't had it done, you probably should get right on that before something seizes and snaps the timing belt.

Does it go away if you turn off the airco-compressor ?
These sorts of rpm-related sounds can come from crack-shaft attached items like the airco-compressor, waterpump, dynamo/alternator or powersteering-pump.
To test if the powersteering-pump has a problem you can drop a thouroughly cleaned magnet, the size of a coin, in the reservoir and check the magnet 500 miles later. If it has collected iron-filings then the pump is worn and needs to be replaced before it kills the steering-rack (=very expensive!)
Another trick to try with the powersteering-pump is to use something like "Forté Powersteering-treatment". This is an hydrolic-oil additive and it generally yields great results with these kind of issues.

High speed whine-STETHOSCOPE?
To help pin down the location of mysterious Whines, I use a very small diameter Wooden dowel. VERY carefully place one end of the stick on a component, ie, body of power steering pump, and the other goes to your ear. Obviously, you can place the stick on a component that is spinning, but it will help determine some bearing issues. Keep the stick out of the way of spinning things like fans, belts etc.

Re: Good questions
The power steering pump was replaced at 93,123 miles. The water pump at 85,554 miles. Power steering hose at 106,372 miles. Bearing in fan pulley at 90,387 miles. Sounds like the idler bearing? for fan belt tensioner.
