Mine is stuck and no codes. I assume it is covered by a lavish German union contract which
assures it a long summer vacation.
I suggest the doghouse be made of transparent LEXAN so we can see what's going on, or not, inside.
You should be able to move the arms against the return springs and, I assume, see the arms move if you rev the engine hard. And if the vac motors will not hold suck you then you are assured it won't work.

Just yesterday I was changing the oil in the A8 and found them both stuck. I had
pulled the cover off to check if the linkages were OK. They were, but both arms were stuck in the fully actuated position. No codes, but I was happy because I think this may be the culprit for a recent decrease in fuel mileage.
After genlty breaking them loose with many, many light taps of a rubber mallet and socket extension I exercised each one ~100 times thru the full stroke to free them up. I assume it must be carbon buildup in the manifold I told the wife she needs to stop babying the car all the time.
To really fix it right I assume I would need to take the manifold off and clear the carbon deposits.
After genlty breaking them loose with many, many light taps of a rubber mallet and socket extension I exercised each one ~100 times thru the full stroke to free them up. I assume it must be carbon buildup in the manifold I told the wife she needs to stop babying the car all the time.

How is the performance now? BTW...
There should be no carbon deposits, that is the air intake through a air filter. I think a little lubrication and exercise as you did should be all that is needed. I did the same to mine. Also, you can test it by wedging a piece of paper agianst the spring, when it activates, the paper will fall and you will know that it was activated. I will be doing this exercise on my car soon.

I just applied spray lube to the external linkage around the spring area and will see how that helps. Clean off any excess on the vacuum rubber.

I think vwgti16vt might be onto something, I'll betcha most of us have one or more that are stuck.
I never knew that they were movable by hand. I tried but never gave it a thought when they didn't.
I wonder if this has anything to do with the arms breaking?
As soon as I get this tranny project wrapped up I'll spend some time on mine.
