Loose vaccum pipe

Loose vaccum pipe
Hey all,
In my 2000 3.3 tdi I have been seeing loss of power and when kicking down a big black smoke coming out of the exhaust. Today i noticed that there was a vaccume pipe loose in my car. see image below..
I used VAG and found this error:
After doing some research i found what i think is the other end (see image below),but i am not sure about this.
In drawing from below does not make any sense to me also. I think the pipe is nr 37 in this drawing. (partnr 057131493)
When the car is running i put the pipe against my finger and on the other loose end i hear a sound change. Can it do any harm if i connect it there without being sure if this is the way it was supposed??
Any help on this is welcome.
