variable length intake manifold problem

variable length intake manifold problem
I found that the intake actuator was not closing the large intake ports when the engine starts (vacuum activated) because the vacuum tube goes to a switch first that have another outlet that take another tube to the interior (some vacuum activated accessory?)
The switch have an electrical connection, I do not test the switch outside car because I don’t know why is there and how much voltage it use.
Can someone explain the function of that vacuum system? (info for the tras or inyection?)
Can it be bypassed? (I already connect the manifold vacuum outlet to the intake actuator an the manifold work ok)
