What is a "kraftstoffkuehler"?

It almost looks like an air pump. I cant imagine an A8
needing a fuel cooler unless the fuel lines are running too close to the manifold in which case they would change the design? Kraft? Hmm, cheese cooler?

kraftstoff = cheese stuff? Can't be! This kuehler has been around since BC time.
BC = before cheese (as *We* know it). Looks like a fuel cool can used in drag racing.
To get the last bit of volumetric eficiency and HP out of the motor, you can cool the fuel to reduce the intake charge temperature. Normally you fill the <A HREF="http://www.jegs.com/cgi-bin/ncommerce3/ProductDisplay?prrfnbr=2716&prmenbr=361">Cool Can</a> with dry ice before each run. Your pic looks like refrigerant is piped to the can, which would seem to be self defeating if it's from a motor driven A/C system.

fuel gets hot
with an mpi system as fuel is taken from the fuel rail, and the rail is kept at high pressure, there is substantial surplus fuel, this surplus fuel (un-metered) needs to be returned to the tank via it's own return line (whcih is why there are 2 fuel lines)- this warms the fuel in the tank.
newer mpi (also fsi) systems with direct injection meter the fuel accurately so that there is no need for a return line, and so the fuel tank doesn't get hot.
