Will not start
I bought this car from a private owner five weeks ago. Car was running fine, parked in in my driveway. The next day I tried to start it up, and it would not run.
Bought an OBD2, hooked it up, and all stored codes had been cleared.
Ran the diagnostic on Live Data, and this came up:
FUELSYS2 . . . . OL
FUELSYS1 . . . . OL
So the fuel system has an open loop.
I pulled the fuel pump 20-amp fuse, and it looked and tested good.
Any help would be very much appreciated.

Is fuel all it needs? Test with a puff of starting fluid to see if it catches.
If so, then test the fuel pump at the wiring in the trunk, jump the fuel pump if need be. See if this gets you anywhere.
There is also a relay that could have failed, I think. Search the usual D2 forums for info.
If fuel (starting fluid) does not help look to see if your tach needle is rising when you crank the engine.
If so, then test the fuel pump at the wiring in the trunk, jump the fuel pump if need be. See if this gets you anywhere.

Try simple fix,add 2 gallons of fuel.If you have a leaking secondary pickup gasket in fuel pump then it will not start beacause it will suck air if the fuel level is less than 1/3.

I do not know if that'd cause the open circuit but it would be easy to spin the fuel pump at low current if it was not pumping.
The seller may have put the wrong fuel pump in also.

The other panel covers the level sender. Don't mix them up and short the battery into your level sender! Might get hot!

OBDII said both fuel systems were CL (closed loop) after car was running. Cut engine off and tried to start - would not start. OBDII changed from CL to OL (open loop)
I had to put the air plenum back on the air filter housing so it would operate after getting it started.

I do not think it is a relay, it sounds like the problem is that at cranking it does not have enough fuel to start (or possibly too much but less likely).
This could be:
Air temp sensor
Coolant temp sensor
MAF
ECU problem
The temp sensors are not the gauge sensors but the ones for the ECU. If for example the ECU thinks its really hot out or really cold, in open-loop it computes the wrong mixture to start the car and you get a no-start. Likewise if the MAF is not showing airflow the ECU does not flow fuel to match.

Checked power to fuel pump ++
I got the carpet and access cover removed. While in the trunk, I had my son turn the engine over. The fuel pump was running and I heard a LOT of gas splashing around in the tank. It is like something has come loose.
I tested the fuel pump + and - . The resistance was 3.4 ohms. I wish I took a pic of the meter: it was 3.4, 3.5 or 3.6. Positive to body ground: 1
Is the fuel pump supposed to splash around a lot of the fuel when running?
