As far as I remember there is another setting in the hidden menu (simultaneously Car + Setup for 5 seconds if it is enabled with VCDS).

I have been able to find a replacement used phone (and battery) on eBay, from a German source.
Ended up being the only option. I spoke to many people and Australia has a different system to the US and most other countries. That makes it less understood and more difficult to get parts.
Audi dealers could not ascertain the problem with certainty, and suggested the first port of call being the battery replacement. Cost - AUD 198 (USD 180). If that failed, try full telephone replacement - cost AUD2,350!!!
Fingers crossed we get a result. Will keep you posted.

News to me. I'm told that Oz uses the same two GSM bands as the EU. The US currently has four major providers using three main systems (all incompatible) but two of the providers both use GSM (partly compatible) and both of them support the EU's GSM equipment (partly/mostly) and three-band and four-band GSM phones that fully function in the EU are the norm for our two largest providers. Have been for some years now, although you can only guess what an outright OLDER phone might be.
All of the lithium batteries are subject to sudden and complete failure at four years of age, even if many work longer. So assuming the phone works (as it should, if it is EU/GSM and not SIM-locked to the previous carrier, which is one US complexity on them) do take a good look at the battery date, you may only be buying an interim solution.
