Can 2004 A8L front license plate panel be replaced by filler panel?

Can 2004 A8L front license plate panel be replaced by filler panel?
I have seen 2004 A8Ls which have both these
styles in the front bumper and the choice became an explicit option in 2006. But if I buy a used 2004 A8L, is that part removeable or does it involve changing the whole front bumper?
