Excessively high vacuum at oil cap

Excessively high vacuum at oil cap
As the title says,I have a very large amount of vacuum at the oil cap on the valve cover, to the point it's hard to remove the cap. Has anyone experienced this? I removed the oil
separator and pulled out the diaphragm. It seems pretty stiff but it is fully intact.
Any help would be great.
