engine temperature for 4.2TDi

engine temperature for 4.2TDi
having had a 4.2Tdi D3 I now have a 4.2Tdi D4.
I know the D3 took 15-20 mins to get to 90degrees running temp whatever the outside temperature was.
currently int the UK the temp varies form 0-9 degrees.
the D4 takes about 15 min to get to 80 degrees and then can drop to 70.
I know there is an electric heater to aid the engine water temperature rise in these cool running engines.
the cabin temperature, no matter how cold heats up very quickly.
is this low engine temp normal? as I have not had a car that runs at such low temp.
is there an other issue ? thermostat?

I think D3 used to have diesel block heaters, but D4 doesnt, thats why it takes longer. My D4 4.2 tdi takes very long as well so I think that's normal. It does have an electric cabin heater so that's nice

I suspect that there must be an issue with mine, as mine has only hit 90 once in the two weeks I have owned her,but mostly hits 80 then dips to 70 at which the electrical heater( to heat the engine ) kicks in to increase engine temp to 80 .
there are so many valves/sealoniod on the D4 compared to the 'simpler' 4.2 TDI engine on the D3. will get a friends VAGCOM on it next week. but don't know what to look for.
I think its a thermostat, but that could be a naive conclusion.
