I don't know for sure but I suspect it has to do with the original purchase price of the car,
Gen 2 3.0l tdi - Generation 2 customers get $7,039 to $16,114, depending on the car. Newest most expensive model would get most etc.
There is a hit to mileage and performance. I didn't measure the mileage hit,
I did add a Malone Stage 2 tune which took the performance way above what it was before the emissions fix and I am getting 24mpg with about 75% in town driving and 25% fwy at speeds 70-80mph.
Diesel clatter very light and only heard at idle/startup and only if you are on outside of the car.

Lease holders received the least because they were not affected by the loss of value of the vehicles due to the emmisions scandal. They recieve the $2000 and that does more than repay for any loss of fuel mileage after the fix. Our 2011 Q7 had to be bought back. We received about $9000. plus the value of the vehicle at Sept of 2015 when the scandal started minus mileage penalties if driven more than 1250 miles per month in the interim. It was a sweet deal for us as we were able to buy a 2015 Q7 with the fix and with 80000 fewer miles with the proceeds. The fixed 3.0s are still good but they have lost low end torque compared to those before the fix. It seems that the programming forces the engine to wait for a downshift before full power is available. Still a good power train but not as awesome as before.
A lease that got converted to a purchase is an oddity in the system. Have you called the claim center and discussed?

So if I find a used A8 diesel that's covered and that hasn't had the payout yet, I can file the paperwork as soon as I buy it?
How do I find out if it's been claimed yet?

Simple. If the vehicle shows here https://www.audidiesellookup.com/ as Yes or Pending for the fields, then it's already been paid out:

Audi Emissions Modification Programs
Vehicle (VIN) Included in Settlement: YES
Modification Approved by EPA and CARB: YES
Modification Completed for this Vehicle (VIN): YES
Vehicle has Extended Emissions Warranty: PENDING

I didn't look for a car that hadn't been fixed and just stumbled into this but, yes, you can buy it and if you have title in hand (need a photocopy of it with your name in at least the signature area (new owner) you can file, get a reference number. That number will allow you to go to dealer and get the car "fixed" which you have to do in order to receive claim money.

After the fact, I found out that a lot of people made it their job to go out and find these cars and buy them to get the claim money and were able to make a handsome amount doing it.
