Anybody have a remote reprogram procedure for a '96-'97 A6 RF system?

Maybe you are trying to use the 97 one with your 96?

I used a little different method on my '97 A6qw, I turned the ignition "on" and on step 3 you push unlock 1 - 4 times (apparently there are 4 memories for remotes, this has nothing to do with the seat/remote memory configuration, as that is set at the seat memory switch and remote #3 can be linked to seat memory #1, etc.)
Wait 6 seconds and push "unlock" again on remote. It should be done. Open door and turn off the ignition. Good luck.
