Could someone tell me what this part is called?

The hose on the lower right with electrical tape on it. It's taped on the other side too. My best guess is a breather hose? Don't judge- I'm learning.

I've seen that on some Audi 2.8 V6 12v engines..not all..I think that is the secondary air pump pipe..an emissions component used mostly in California.

Thanks. I think I'll fix the hoses to start. Might help w my cold starts.
