Someone please correct me if I'm wrong, but couldn't you just drill and tap new holes in the hub? (And by "you" I mean a machine shop.) I have one random hub on my car that looks like someone did exactly that, perhaps trying to get a wheel with a different lug pattern on there. Like this---

I would first check to make sure the valve under the hood (toward the rear of the engine) is still connected to the cable. If it is and the valve works then it's probably the heater core. It doesn't take much to clog them. It's not that hard of a job to replace. Not like on a newer car where they suspend the heater core in midair and build the car around it.

Are you talking about the springs and shocks? If so, as long as you buy the proper ones for the car it doesn't matter, since the brake/axle assembly isn't involved.
As for the brake cable, you'll have to crawl under it and have someone apply and release the handbrake to check its operation.
