Default I'd guess they open when car's moving but fan isn't.

I imagine that pressure differential across them causes them to open and reduce pressure inside the backside fan shroud when the fan is stopped but the car is moving. I guess that the pressure differential across them that's developed by the fan alone when the car's stationary isn't enough to cause them to open -- thus keeping the fan ducting intact.

The whole ducting and engine compartment design is interesting. It seems that the entire engine compartment behind the radiator is supposed to be a low pressure plenum.
