flooding issues

Default flooding issues

after restoring my 1986cd Turbo, the engine floods if you start the car at a standstill, turn it off and start it again, it is flooded. If you start and drive around a little, and re-start, it is fine. I figure there must be some adjustment for this, if anyone can help thx. I am using 91 octane fuel, and the car has completely been tuned up.

If it floods, I'd say the mixture is not right. I did mess with mine once and it would foul up the plugs, so I had to take it in, where they could adjust and monitor things that I do not know how. Ended up with the proper adjustment, and it turned out the ICV was bad.
