it has a full name it is a resistor modification
you place a resistor on certain pins on the computer and it fools it into thinking it isnt making very much boost. which in turn lets you run higher boost pressures on the stock fuel setup. it basically tells the computer to let the boost go higher and not cut the fuel. ive heard that it messes up the timing a little. you would have to ask someone more qualified than me about that.

Point me to the "How to?"
QLCC or other similar chip and a stiffer WG spring. After that an r-mod and 6th injector got me to 21 psi (3X factory). Yes it's big boost. No my motor didn't blow up. Yes I managed to pull it off for well under $300. I did post the how to and it does take a little effort on you part. So... Want to try and do better? I'd like to see it! That's factory 167hp to an often accepted 220hp for the WG and spring mod at 1.8 - 1.9 bar. I managed to push up through 2.2 bar and even with the crappy factory exhaust and dual pass IC it should still be good for about 250hp. $4/hp... lol... yea... there is a huge amount you can do.
I got addicted to boost so I'm not doing up a motor with an Rs2 replica turbo, MC2 cam on an MC1 motor, 40mm intake valves, QLCC, r-mod, timing map adjustment, bolt through WG cap with stiffer spring, and the 6th injector with some other CIS mods... costs a little more and I'm interested to see how much better than my original ghetto set up it performs.
