1994 90 Quattro won't start

1994 90 Quattro won't start
I have a 1994 90 Quattro with the AAH 2.8 V6 that is not starting. It will turn over, but never fires.
When the key is turned to the on position the fuel pump kicks on and then turns off.
Power to fuses 27 & 28 momentarily comes on and then turns off.
No CEL although the light does function. I have checked for codes and get the standard 2111 Speed Sensor code.
There is no spark, although fuse 32 has power and there is power at the coil connector.
Replaced the cam sensor and ignition switch just to rule them out.
Would the ignition module cause this?

In case anyone else needs this, it was the speed sensor.

Troubleshooting tip.
If the engine is not running due to the engine speed sensor, the tachometer will not function.
If the tach works, the engine speed sensor works and the no spark issue would be due to another component.
