91 CQ Water getting into wheel well and draining in Left Corner toe hooks?

There appears to be some gaskets missing on my left side tow hooks? There is a hole on the underside of the car under the spare tire and somehow water is getting into an area in the back and draining out through the hole? The spare tire area is moist as well. Any ideas?
