Hey, I have an 88 90 Quattro. This thing runs bad, but not really all the time. It runs like the cat is plugged. The more I step on the gas the more it boggs down and spits and sputters. Just won't get out of its own way. Because it doesnt really do this all the time, more latley than not, I am not ready to blame the cat yet. So my question is has anyone else ran into something like this? Is a fuel issue, vacuum, or something else?

Well go and check the fuel injectors. If they check out fine, move to the ignition system, such as timing and and crank/camshaft sensors (if this particular car is fitted with those).
Is it a 5 cylinder engine, by the way?
