HR: Audi A3 idle problem
Audi A3 2.0 TDI, 8P, 2012 year When I start the cold car it is around 800 rpm at idle and then rises to around 1000 and sometimes stays there no matter it becomes warm. Also, when I give throttle it doesn't return to a starting.
Is this normal?

Unfortunately, there are no fault codes.
Tell me, does your car also raises rpm like this when you start it? Ok, it is cold outside and the car is not warm yet, so perhaps it raises rpm to get warm faster, I don't know.

When my car first stars, the rpm is higher and then it gradually lowers until it stablizes to less than 1000 rpm (within 30 seconds). It never goes back up. None of the VW/Audi/Honda/Toyota/Lexus/GM cars I have ever owned does what you're experiencing.
I recommend that you do some data logging regarding temperatures (e.g. intake air temp, ambient air temp, oil temp, coolant temp) and also the MAF. You could be right. Audi/VW are known to have electronic issues (like sensors) as they age. So maybe the sensor is telling the computer the engine's not warmed up when it really is.
Also make sure your battery is fully charged. The generator needs higher rpms to charge.

Just to be clear that I understand it what are you saying. When you start the car, rpm are immediately higher and then in 30 seconds go down, not as I show in the video where mine start lover and then slowly go up and stay there?

Yes, when the car starts cold in the morning, its like 1100 - 1000 - 900 - 850 .... until it settles down to somewhere around 800 (1 notch). It takes about 5 - 10 seconds and by then I've already shifted the car into reverse to back out of the garage.
But I'm in sunny Los Angeles where it never gets near freezing. This guy says it's normal to have low idle when you start the car at near freezing temp like you:
