Default 2015 S3 -> EPC and Powerloss Hills

I have a 2015 S3 that I purchased at the end of June. I have ~2500 miles on it and I have been driving it a bit harder the last 500 miles. Followed the recommended break in period. This weekend I received a EPC light followed by a loss of power while driving hard up an extended hill in the mountains. I drove easy the rest of the way to where I was going. Later in the day, when I went to drive home the EPC light was not illuminated. After driving 90 minutes I was going up a hill again and the light came on followed by the same loss of power.

I brought the car into the dealer on Monday and 2.5 hours later they had fixed the issue by updating the ECM per TSB 2041261/1 due to sporadic Cyl ## pressure too high messages.

Since the car is a month and a half old, should the ECM have already been updated when I purchased the car? Or is the tech bulletin new?
