Default Paint advice needed

Recently purchased a '16 A3, one owner, clean carfax but has some nicks on the rear bumper area. I know precisely nothing about paint in any way so just looking for some tips here. That isn't white paint transfer as far as I can tell..I'm thinking its the clearcoat is pulling back a bit? I can not do large projects where it is parked due to it being a complex and there are rules as I found out with my previous car...

I've searched online and there's things from pens all the way to larger kits involving sanding and whatnot, just appreciate any advice as to my plan of attack. Thanks.

You should use a mobile bumper repair guy. They can even come fix it while your car is parked at work. I've done this on other cars and its worked great.
Just search your area for "mobile bumper repair"

Here where I live Dealers use the above company and I have used them personally with a number of my personal vehicles.
Like New Corvettes, AMG Mercedes, M-Series BMW's etc.

Definitely take it to a pro, any DYI will look like you did it. Plus bumpers are tricky to paint and need a related undercoat to adhere properly.

Just make sure there's no spider web cracks, etc. Those look like scratches and not an impact, which is good -- I had to replace a bumper because of a very low speed hit (like 5 mph) because the internal structure was compromised.
