If I start the car and the front wipers had previously been running they will not resume wiping. I have to move the wiper control lever to the off position and then back to whatever position I want in order to get the wipers to resume. I've driven the car up to 40mph and the wipers still do not resume operation. Must shut it off then switch back to a run position.

I purchased the car used two years ago and it's always been this way.

Is this normal? I find it very odd and unlike any other car I've ever owned.
