A 5 Sportback: Homelink only works with the car turned on. Is this normal?

Someone has to break into my garage to get to my car so this behavior should definitely be configurable. There are clearly two different use cases. As a result, I've mounted the original garage door remote on the wall next to my car so I can hit it right before I get in the car or as soon as I exit it.

Not a big deal, but it is annoying. You would think it could be tied to the coming home feature, where it could be active for a minute after shutting off and maybe for a minute after unlocking the door, or if the key is within range.
