With the adhesive on the back it's doubtful that is garbage, probably a rattle reducer or used to cushion something that closes, I'd keep it.

Are you the original owner?

Reason I ask is that it's not uncommon to use a piece of foam tape approximately that size to put on the backside of the door latch as that's a known fix for a particular door rattle. Possibly even the backside of the seatbelt latch on the side that touches the console, but seems a bit small for that.

Likely not but that's what came to mind.

Im the only owner, ive had it in my car for weeks waiting to see if I discover what it belongs to, its still there. I will check your suggestions, I didnt even bother to check the seatbelt latch.
