Yes, no camera means no Pre Sense City. Good work!
I get it that Canadian margins are very low (thanks in part to the CAD to Euro FX rate), but that is a fundamental safety feature they have removed from the car. Pretty poor stuff - they should have increased the price by a couple of hundred dollars if they are that desperate.

I have asked my dealer! Wish me luck!!
..and IF not is it a feature, does anyone know if it can be enabled through coding / FW upgrades?

What I'm still trying to figure out is if it's just a coding thing or requires other hardware such as a specialized ECU.

I suspect that the Camera/FW used for high beam assist is also part of the setup required for pre sense city

Absolutely. If it turns out to be ineffective with false positives, and it can be coded in, it can be coded back out
Maybe I'd be comfortable knowing that my wife is a little safer. She's had a few close calls that something like city would have assisted with.....
It would also be very useful for those who dislike it to be able to know how to disable it permanently
People like Kufatec have no information about it (presumably because it's standard pretty much everywhere?).

Then you would probably want enable to Active Lane Assist!

BUT with no stalk to enable/disable lane assist that is a real problem!
