Default chain driven 4.2 torque converter line up to fly wheel

hi I'm trying to rotate the fly wheel to line up the torque converter bolts, but the engine only turns about 90 degrees and then locks so i can't get onto the next bolt all the spark plugs have been removed but there is no give seems to stop dead and i don't want to force it as more force would just seem excessive any advice would be good.
