Which part of the dash? Drivers side? Center? Passenger side? On top, under, etc...

Several have mentioned turn signal, when you say they function normally do you mean mechanically or functionally? Next time you hear it, take a look at your hazard switch/light see if you see/hear any unusual behavior coming from it.

Good luck!

Hey Gavin . Both , signals equiptment works normally , nothing flashes . Just random crackling sound emitts from dash just above height adj. buttons , around the vent in center of dash(top). Have tried to observe with A/C on or off , closed the vents (slightly muted it), have banged on the dash as it happens .Nothing else rattles or buzzes , its a sweet ride nice and quiet until the the geiger counter detects plutonium :-( .

Stalk can work fine to you, but it faults and causes the clicking from the relay.

Default The hazard relay button is the turn signal relay too.

considering your location of the noise, then this is the spot to check. After all its only a 25.00 part and about 10 minutes of time.

Default I have same. Mine occurs behind the right side of the A/C control module...

If I hit the right dash/center console pillar next to the A/C controller hard it goes away for a bit. It's a relay going bad. Just keeps buzzing until I hit the piller. I've yet to replace it. Your relay might be same location.
