This is an interesting review...
...although it's pretty non-specific except for its comments about Blizzaks. For example, there are quantitative comparisons with "all-season" tires, which don't seem to be specified. We all know that not all all-seasons are alike.
In the authors' defense, it's hard to keep up with new technology, and their review is clearly meant as policy guidance for the Washington State government (probably to do with whether to outlaw studs or not).
One amusing thing I liked: it seems that there is a benefit to allowing studs -- their use roughens the road surface (something they know about in Colorado) and helps reduce the formation of glare ice. On the other hand, the grooves that eventually form collect water and cause tramlining.
But Dave's headline summarizes things well, although I'd do both, if I lived where there's significant snow on the roads.

They've tried to outlaw studs here in the past
but have not succeeded. The ruts are so bad here in some places that you can go miles w/o touching the steering wheel.
The article is definitely very generic, but I thought it brought up a few interesting points, like the road/ice-roughening aspect.
