Default Location of fuses for cooling fans?

I searched and cannot find this. Please help if you know where these are located. Neither electric fan is running unless I jump them to 12V. Need to check the fuses but cannot locate them.

2003 allroad 2.7t

Thanks in advance

Bentley Manual says the Engine Cooling fan fuse is #14 in the 8-fold relay and fuse panel which is underneath the left side of the dashboard with the trim panel removed.

relays are listed here also in the same panel.

To elaborate on the fuses from my first post, it says Fuse 14 is a 60 AMP fuse for the Engine Cooling Fan (S42) (2002-2004 allroad)

Absolutely unreachable by human hands. Unless there is some way to remove the whole fuse/relay panel.

I drove through a very dip big puddle about 2 years ago and the next day, I noticed my car wasn't so quiet anymore. I checked under the hood and didn't notice anything wrong. It went on for all this time without really disturbing me because barely noticeable.

A few weeks ago, I noticed my car was overheating while using the AC at stops. Long story short, my HVAC fan failed and it was the one making that noise all this time. It did not actually fail but was now unstable and the car cut it off. I got it replaced (relatively easy) the other day and this is were we found the orange 40 AMP fuse which obviously has blown to protect the system.

To get at it, you have to remove the cover under your steering wheel by unbolting four 8mm bolts located here:

Here is its slot. It's the one on the left (removed).
