Low boost limp mode?

Low boost limp mode?
Jus bought a 03 allrod. Inly boost at 5psi max and has a code showing bank 1 and bank 2 sensors are crossed downstream. The code goes away and comes back so thats throwing me off . And i believe a cat is clogging up a little bit. Would this cause a temp issue in the exhaust and throw a code making it stay in limp mode?
